Send in the conscripts first so the bad ass battle hardened Spetsnaz can roll in and clean up. Nothing I've seen anywhere leads me to believe that's the case. It's a talking point probably derived from what happened in Grozny, but even in Chechnya that was never a strategy but more just an observation of how things played out.
