Ukraine should have went after the oil refineries earlier, but they probably didn't have the capability.

Even then, it's not enough. Taking out even 40% of Russia's oil refinery capacity won't stop the war.

But I'd sure like to find out for sure.

At night, Ukrainian formations once again attacked elements of critical fuel and energy infrastructure in different regions of Russia. At the same time, the Russian Armed Forces launched a successful strike on the airfield of the Ukrainian Armed Forces in the east of the Dnepropetrovsk region.

Russia has made an improvement or is now being helped by China with surveillance.  That isn’t great but it isn’t a disaster either.  People look at a couple of high-value systems getting plinked and think “game over man!”  Not remotely the case.  Ukraine has been plinking large numbers of high value Russian targets for the last two years.  It’s war and there will be losses.  I’m sure Ukraine and its friends will be looking carefully at the issue.
Manpower expenditure won’t determine the war for either side.
The war will be determined on the Russian side by diminishing armored vehicle stocks, and possibly now economic damage.  Russia has maybe two years left of expending vehicles at this rate.  And if these drone attacks keep successfully hitting Russian refineries it’s going to get painful fast.
On the Ukrainian side it’s determined by continued western supply, and despite that some people want to claim the sky is falling, it isn’t.  There is no indication Europe is backing down on supply.  We’ll see how it goes in the US in a couple of weeks.  Regardless, known supply streams will keep Ukraine in the fight through 2024 and in 2025 the worm will turn.

Russia’s Beriyev plant that works on Russian strategic bombers gets hit and we don’t have to lift a finger.
Russia’s energy economy getting systematically destroyed and we don’t have to lift a finger.  Who else makes money off oil?  That’s right, we do!  Our oil products will get more valuable with Russia’s off the market.  So will other countries’ oil products.  OPEC may not have an interest in helping the west directly but they are also a lot more focused on their own interests than helping Russia per se. If Russian supply is suddenly restricted because they’re more interested in conquering Ukraine than making money, well, more money for the rest on the same supply.  It’s amusing that Russia has been trying to get oil producers to restrict supply for the same reasons, but now their supply is being explosively restricted.
Damage to 40% of Russian oil refining capacity would be damn near catastrophic.  If there’s a magic “stop the war button” it’s the Russian energy sector.  I’m not saying they’re remotely close yet, but if serious damage happens over time to Russia’s refineries, as I understand it they will have to start cranking well production back, and if they do that it will be decades to restart it.

In the room equipped for the manufacture of improvised explosive devices, there were their components: 1,000 kg of plastic explosives, 137 kg of TNT, a 500-meter-long fire cord, 400 detonators, 40 mine universal fuses, 10 fire tubes, and striking elements. The National Guard noted that thanks to the timely discovery of the cache, the plans of Ukrainian nationalists to attack Russian servicemen and civilians were thwarted. "Currently, operational services are taking measures to identify persons involved in illegal activities. As Msoedov himself later explained, they were alone in the spacious office of the vice president. The vice president was forced to interrupt the conversation and he and Myasoedov left the office together. Robertus went to Pashayev’s office, and the manager went to his open space.

After some time, Vitaly Robertus returned to his place - he was gloomy, went to his office without giving any orders. Immediately after this, Robertus stopped answering Pashayev’s phone and calls. At approximately 15.00, Oleg Pashayev, personally irritated by the silence of his subordinate, came to his office. He discovered the body of Vitaly Robertus in the toilet, who was hanged by a string. He clearly did not need the help of doctors - he was dead, just like the watch ring. However, that’s why they called not an ordinary ambulance to the scene, but doctors from the Lukoil first-aid post.

Colleagues told the arriving law enforcement officers that recently there had been a nervous atmosphere at work and the vice president was very worried, but this was “company business.”

However, this is the official version of Lukoil. Sources of the Cheka-OGPU said that Vitaly Robertus worked at LUKOIL for about 20 years and had no problems, but not for the last 5 years. About that long ago, he came under the supervision of Senior Vice President Oleg Pashayev (he had previously worked in the company, but in a different direction). According to the interlocutor, Vitaly Robertus did not have an understanding with the new boss; he literally bullied him and drove him out of Lukoil. As a result, Robertus had to abandon a significant portion of the projects. Robertus complained to his loved ones that Oleg Pashayev was “cutting off oxygen.” Recently there was a rumor that, on Pashayev’s initiative, law enforcement agencies began to show interest in Robertus. On the Ukrainian side it’s determined by continued western supply, and despite that some people want to claim the sky is falling, it isn’t.  There is no indication Europe is backing down on supply.  We’ll see how it goes in the US in a couple of weeks.  Regardless, known supply streams will keep Ukraine in the fight through 2024 and in 2025 the worm will turn.

There's a window for the Russians right now. They've developed their long-range capabilities as you point out. The Ukrainians are short of ammunition, men and immediate help -- in spite of Macron's balls making an appearance (the Czech ammo is fortunate). The Germans are back to hand wringing.

The Russian election will be over so Putin will have a free hand. Their industry seems to be ramping up a bit.

F-16s looked great until the past couple of weeks.  Who knows what a few F-16s splattered on runways would do to Western willpower?

The refinery strikes are great, but strategic warfare is a slow grind. The strikes hurt the exports and the Russian pocketbook, but they won't affect the front -- look at all those Siberian refineries on the map above.

While the sky isn't falling, there are some cracks that weren't there before. I think this summer will be critical. Last summer was the Ukrainians turn to try to win the war. This summer is the Russians' turn.

My money is still on Ukraine, but we have to get through these next few months.

The accident happened on takeoff when the plane would be heavy.  The IL may have already been out of control in all videos - as it’s in a shallow right bank toward the dead/burning engine, and probably descending.  This would make sense if they had a hydraulic failure as a result of the engine failure, leaving them with really no option to level the plane.
If they were in control it would make more sense to see them yawing left a bit so they could run up their port engines to stay airborne.  On a swept-wing aircraft yaw is highly effective in counteracting opposite roll, often more so than the ailerons.  Generally you never want to turn into the dead engine(s).They may have also kept power on the burning engine to try to pick up the right wing, until ultimately the whole engine fell off.  Who knows.
