There are SDR units like this one:  
that are inexpensive, have a wide range of band coverage, and are compatible with a number of SDR software suites. Some of them can pipe transmissions to a file for later analysis/editing. If you think the oppositions comms are being made with GMRS/FRS, MURS, or the ham bands, then you could use the SDR to figure out which bands are in use and tell your team what freqs they are using. And, your trusty Baofeng could be programmed (painfully) using the keypad to tap in to their comms. |

Telegram and Signal are the two most popular but they rely on cell service for real-time comms. Protonmail for e-mail is another popular route but does rely on the internet. HF radio doesn't rely on cell infrastructure. Further, if you happen to be in an area that is experiencing a cell/internet disruption, you can use HF radio to contact a remote mailserver using a program called Winlink. I used it extensively when I got sent to Puerto Rico to do emergency comms after Hurricane Maria knocked out virtually all communications on the island. |
