Couple decades or so ago, Sarah Brady and her gun lobby group were pushing a report (a very long and very detailed report) on how a small group with "high-powered rifles" could cripple critical infrastructure. She was trying to use it to stir up hysteria and generate support for a ban on rifles suitable for hunting deer and other large game, but people that took the time to read the report claimed that Sarah Brady was providing detailed instructions on how to crash the US power grid with a small group of people spread across the country.
