Jingle All the Way sort of gets a pass up here because of all the shooting locations and local references. It is legitimately a pretty bad movie aside from that, and I would not expect non-locals to see any redeeming qualities in it.
My vote for absolute worst “real” Christmas movie is the Grinch movie with Jim Carrey from 2000. Utterly terrible.

There is probably and Olsen Sisters movie of it, so that will probably take top billing.
The Star Wars special was TV only, but still notable. But definitely big screen and definitely horrible: Santa with Muscles, starring Hulk Hogan

Polar Express is awful. The plot makes -zero- sense, every adult is voiced by Tom Hanks, and the CGI looks 10 years out of date. Shrek came out in 2001 and looks a million times better. Toy Story from 1995 looks good to this day.
