Minister Blair announces additional military assistance for Ukraine at the 24th meeting of the Ukraine Defense Contact Group

September 6, 2024 – Ramstein Air Base, Germany – National Defence / Canadian Armed Forces

Today, the Honourable Bill Blair, Minister of National Defence, and General Jennie Carignan, Chief of the Defence Staff, participated in the 24th Ukraine Defense Contact Group (UDCG) meeting at Ramstein Air Base in Germany hosted by United States Secretary of Defense Lloyd J. Austin III.

Minister Blair announced that this week, Armed Forces of Ukraine (AFU) pilots arrived in Canada to begin fighter-lead-in-training (FLIT). Canada has taken over leadership of the FLIT element of the UDCG Air Force Capability Coalition (AFCC) – backed by an investment of $389 million over five years in F-16 pilot training for Ukrainian personnel. This package of support includes the launch of advanced pilot training. As part of our support to the AFCC, Canada will also be providing critical equipment and other support to Ukrainian air bases and fleets.

Minister Blair also announced that Canada will donate and transport 80,840 additional CRV-7 rocket motors and 1,300 warheads to Ukraine. This follows Canada’s initial delivery of 2,160 CRV-7 rocket motors, as pledged earlier this year. The additional 80,840 rocket motors are being prepared for shipment to Poland and will arrive in the coming months. The decommissioned rocket motors were previously used by the Royal Canadian Air Force (RCAF) on CF-18 fighter aircraft. Canada will also be donating 970 surplus C6 machine guns as well as 10,500 surplus 9mm pistols from our inventory.

In response to a specific request from Ukraine, Minister Blair also announced that Canada will donate decommissioned chassis from 29 M113s and 64 Coyote LAVs, formerly used by the Canadian Armed Forces (CAF). These surplus vehicles, no longer operational in the Canadian Army, will be repurposed or used for spare parts by Ukraine.

Minister Blair also provided the following updates on other Canadian donations:

An initial set of Armoured Combat Support Vehicles built by Canadian workers in London, Ontario has arrived in Europe, and training for the AFU on the vehicles is underway. Following training, the 10 ambulances will be delivered to Ukraine in September. The additional 40 vehicles (of the Troop/Cargo variant) will begin arriving in spring 2025 with full delivery by the end of 2025.
Training with the AFU on Teledyne FLIR Skyranger drones donated by Canada will begin in Ukraine this month.
In August, Canada delivered approximately $200,000 worth of IT equipment to support Ukraine’s cyber capabilities.
While in Germany, Minister Blair also visited the Security Assistance Group – Ukraine (SAG-U) in Wiesbaden, where he met with CAF members and American officers.  SAG-U is currently transitioning to NATO Security Assistance and Training for Ukraine (NSATU), which will be comprised of approximately 700 personnel from NATO Allied nations – as announced at the NATO Summit in Washington earlier this summer.

Since 2022, Canada has committed $4.5 billion in military assistance to Ukraine. Canada will continue to support Ukraine until its victory.

The UDCG was created by the United States Secretary of Defense in April 2022 to allow Allies and partners to synchronize donations, consult, and coordinate military assistance to Ukraine, and build up the capabilities of the AFU. Convening monthly at the ministerial level, the UDCG now brings together more than 50 countries.

Canada is a member of the UDCG’s Armour, Air Force, and Drone capability coalitions.

Since February 2022, Canada has committed over $19.5 billion in total assistance to Ukraine, including $4.5 billion in military assistance. This includes Leopard 2 main battle tanks, armoured combat support vehicles, anti-tank weapons, small arms, M777 howitzers and associated ammunition, high-resolution drone cameras, winter clothing, and more. Canada is also contributing to multinational efforts to train pilots and maintainers to support Ukraine’s F-16s.

Since the launch of Operation UNIFIER, the CAF has trained more than 42,000 members of the AFU. Canada has announced the extension of this mission until March 2026, so the CAF can continue to respond to Ukraine’s training needs.

Canada continues to train AFU members under Operation UNIFIER, with approximately 300 CAF members currently deployed in the United Kingdom, Poland, and Latvia in various roles.

Since late March 2022, the RCAF has been transporting Ukraine-bound military aid donated by Canada, allies, and partners. To date, the RCAF has transported over 19 million pounds of military donations.

The Bohai Shipyard, located in Huludao in Liaoning province, China, is the country’s only shipyard engaged in the construction of nuclear submarines. The yard has expanded since its inception and is poised to grow further in the coming years. With some of the new facilities having already been commissioned, there has been a considerable increase in the throughput of the yard. This report examines the augmentation of facilities at the Bohai shipyard and makes an assessment on the new build rate of nuclear submarines. It finds that China appears to have completed the iterative process of spiral development and has now moved to the phase of rapid serial construction.

They are talking about pressuring Hamas to get a deal.  Trouble is they have no leverage whatsoever, and that's their own damn fault.  All they had to do was shut up and not berate Israel about civilian casualties and what actions were acceptable and what weren't.  Instead they became Hamas' negotiators.  Sinwar was ready to sign an agreement in February until Kamala started screeching at Israel about peace deals.  At that point, Hamas figured what the hell, the WH needs a deal and will twist Israel's arm to accept one that was good for them.

Big clue here, unlike Russian ECM systems on most of their aircraft that make their radars blind when using the ECM, this system works while allowing the F-16's AESA radar to not go blind.


“We’re going fast,” Conroy said, because the Air Force’s F-16s “don’t have this kind of survivability equipment” and need it to be operationally relevant. The system is an all-digital jammer that has been extensively tested to cooperate with and deconflict with the F-16’s new AN/APG-83 Scalable Agile Beam Radar (SABR), an active electronically-scanned array (AESA) radar. The two systems can be used simultaneously, Conroy said. Both are made by Northrop.

The electronic warfare system is capable of detecting, identifying and countering “the most advanced threats” on the battlefield today, Conroy said, and can perform accurate geo-location of emitters with just a single aircraft. The simulations in the chamber were “intense,” he said.

The IVEWS will be internal to the F-16 and will replace the centerline-mounted AN/ALQ-131 self-defense jamming pod, freeing one external station on the fighter for a fuel tank or weapon. The system will use antennas located elsewhere on the fuselage; the outer mold line of the aircraft hasn’t been altered, Conroy said.  

He declined to characterize whether the IVEWS is comparable to the Eagle Passive/Active Warning Survivability System (EPAWSS) being mounted on F-15Es and F-15EXs, saying only that that they are “both advanced electronic warfare systems” and can work together.

The first iteration of Replicator (Replicator 1), announced in August 2023, will deliver all-domain attritable autonomous systems (ADA2) to warfighters at a scale of multiple thousands, across multiple warfighting domains, within 18-24 months, or by August 2025. The DoD is creating a new “state of the art” with the use of ADA2 systems, which are less expensive, put fewer people in the line of fire, and can be changed, updated, or improved with substantially shorter lead times. Successive iterations of Replicator will apply lessons learned to address additional capability gaps beyond ADA2 systems.

The first tranche of Replicator capabilities include uncrewed surface vehicles (USV), uncrewed aerial systems (UAS) and counter-uncrewed aerial systems (c-UAS) of various sizes and payloads from several traditional and non-traditional vendors.

In the air domain, the Department will accelerate fielding of the Switchblade-600 loitering munition, produced by Simi Valley, CA-based AeroVironment Inc. U.S.-supplied Switchblade drones have already demonstrated their utility in Ukraine, and this system will provide additional capability to U.S. forces.

"This is a critical step in delivering the capabilities we need, at the scale and speed we need, to continue securing a free and open Indo-Pacific" said Admiral Samuel Paparo, commander of U.S. Indo-Pacific Command. "The entire Department has come together to help make this a reality."

In the maritime domain, the Department is diversifying the vendor base for USVs through the recently announced Production-Ready, Inexpensive, Maritime Expeditionary (PRIME) Commercial Solutions Opening (CSO). The CSO process allows U.S. and international companies to pitch technologies to the Department in a fast-track process for a prototype contract. Launched on January 30, 2024, the PRIME CSO received over one hundred applications from commercial technology companies. With FY24 funding secured, the Department is on track to award several contracts this summer.

The first tranche of Replicator also includes certain capabilities that remain classified, including others in the maritime domain and some in the counter-UAS portfolio.

"Meeting the strategic imperatives facing the nation requires that we harness the very best of America's commercial technology in non-traditional partners, alongside our traditional sources of defense capabilities," said Doug Beck, Director of the Defense Innovation Unit (DIU). "Replicator is doing just that, and that is why we at DIU are proud to work with our partners from across the Department of Defense to make it a reality."

Since Deputy Secretary Hicks' announcement of the Replicator initiative and its initial focus on ADA2 systems just over seven months ago, the Department-wide effort has systematically aligned senior leaders around a common vision to identify and validate key joint operational gaps and rapidly field solutions in 18-24 months. The Department is also preparing the next tranche of capabilities to add to the ADA2 portfolio.

"This is just the beginning," said Admiral Christopher Grady, Vice Chairman of the Joint Chiefs of Staff. "Replicator is helping us jumpstart the delivery of critical capabilities at scale. We will build on that momentum with industry partners to deliver what the warfighter needs, and remove barriers to doing so again and again."
