They won't evacuate prisoners.  Most likely they'll be moving them to a "clean" area and maybe washing them down as part of that transfer process.  An opiate OD is fairly easy to identify and I doubt anyone could fake the symptoms.  I don't know any operational details nor would I discuss them if I did.  I do know how we handled prisoners during the riot at Lucasville many years back and it was, shall we say, more for officer safety than anything else.  In a corrections setting it's safe to say an event like this would be reason to start popping those tops off your P-mags, so to speak.  Back then I was flatly told to shoot anyone I saw outside the wire if they're wearing inmate clothing or didn't immediately comply with my orders.  Any inmate who suddenly expects special attention will get loved all sorts of tenderly over the next several hours.

Prisoners being transported will be escorted.  Their life expectancy if they do try an escape is pretty low considering the events of the day.  Nobody will be in much of a mood for bull shit and this isn't a part of the country where anyone will be terribly concerned about a use of force on someone trying to escape even on a good day.  Inmates hate it at RCI and Lucasville because they're surrounded by hillbillies with guns, among other reasons.

I'm betting on a botched smuggling attempt.  I don't remember if RCI has central air or not.  Doesn't now, that's for dang sure.

No word on casualties, information is coming out very slowly, press conference with local hospital & OSP and maybe state prisons at or around 1.30 today.

Also, Narcan is not guaranteed to prevent overdose. Depending on the dosage of fentanyl it will outlast the naloxone. Once that wears off you can slip right back into OD when your opiate receptors open up again. Dangerous stuff, but not on the same level as carfentanil.

So if a fentanyl or related attack were to take place in a major area, with significant airborne dispersal, a SCBA wouldn’t be enough to protect you? You’d need a hazmat suit in conjunction to prevent transdermal absorption?

Sounds like it is time to add Narcan to medical aid bags to join the bleeder kits

Yes it can be absorbed through the skin i.e. fentanyl patches for pain management.
A friend who is LEO dropped when he rubbed his forehead with the leather glove he was wearing. He had just been in the process of arresting a dealer.  Narcan saved his ass.

There are numerous cases of officers OD'ing from skin contact during busts, and even traffic stops.

One officer needed 3 doses to counteract a tiny amount of Carfentanil that got on his uniform during a bust. Didn't affect him on site. Someone mentioned some 'dirt' on his uniform back at the station, he brushed it off with his hand without thinking about it. Symptoms hit very quickly.  Luckily for him, it happened at the station. If he'd made it home, it would've potentially killed him or his wife.

SOP now is to avoid ANY contact with unknown powdered substances.

Protection would require at the very least N95 or better respirator + Hazmat suit for powdered sources. Full self-contained air supply + Hazmat suit depending on mode of aerosolized delivery (eg. The way the Russkies used it).

Decon of the prison is going to be a PITA.

There's two options.  Narcan (brand name) has a nasal injector that runs about $140 when I just looked.  Naloxone (generic) is about $20-40 but has to be injected intramuscularly, it's not hard but it is more than just spritzing something up the nose.

As ConKeeper mentioned you may need more than one from either a dosing or redosing perspective depending on what your use case is.

Shelf life is about two years, but it depends on how fresh of a package you get.

Narcan is not an antidote, it's a reversal agent. It doesn't work like that and last much less time than the exposure depending on dose.
Symptoms would be hard to mimic, probably could fool initial triage though. However, escaping from the ER in full cuffs and chains is harder than it may seem.

Looking forward to more facts on the case, sounds more plausible as a mistake than an attack at th his point, but anything is possible.
Fentanyl isnt a great choice for chemical warfare either, but that doesn't stop people from trying.

In a true mass exposure that is true, but it would have to be big to blow everyone's stock.  Worst case in SHTF I would put a loved one in the car and drive like heck in the 30 minutes I have to get to a hospital away from ground zero.  At least in a hospital you could get tubed and bagged until the shit wore off.

ETA:  Personally the more scary stuff is still an organophosphate attack since there's only so much atropine around and there aren't a lot of good plan B's.
