South Korea:

Re-equip Osan and Kunsan with nukes.  Re-activate Kwang Ju, Suwon, and Taegu Air Bases, and nuke them up too.

SK immediately begins developing their own domestic nuclear program with our full assistance.



Japan:

Same thing-- full expansion and nuke up, complemented with all best countermeasures and Japan simultaneously fast tracking domestic nuke development with our full help.



Guam:

Re-activate the 43rd (Nuclear) Bombardment Wing.  Re-open the Nuclear weapon storage area for a full service operation, and restart the nuclear alert bomber area for on call 24/7 service.

This is incorrect. It was decided fairly arbitrarily by the US to split the US and Soviet occupation zones. Those who did it did so without any real consideration other than it roughly bisected the country,coming to blows with the USSR wasn't something they were looking forward to. Of course,China was still mostly under control of the KMT at the time as well.

I checked up on S Korean latest pop figures, they have 50% of their population within panoramic c viewing of North Korea. 25 million = worse traffic jams heading south than already happens every day in Seoul

Some radar operator might see it for 45-60 seconds, if the radar is turned on, but he probably won't have time to send the intel up the chain.

SK or others obviously have some HUMINT in country, though likely limited. Any number of whom can hide a phone and binos and report back if its really Kim. And that's joe blow, i bet someone has mid to high level people some outside Intel agency have compromised who can feed us the Intel should we pay enough. NK are corrupt as fuck, they would do a lot for duffel bag worth of cash.

You are proposing an U.S. strategic missile strike strategy to decapitate a foreign government based upon some guy with binocs being able to distinguish between Kim - and the closest appearing/made-up/acting, identically dressed doubles that they can come up with in their country?  That guys with binocs being nowhere close to the VIP stand.
