My take: This is the proverbial "trial ballon" (full intention). They guage our response to this, which thus far has been, "we see you and you are violating our airspace and we aren't going to do shit".
They then float a few more over us, spaced a week or two apart, maybe even 2 or 3 at a time. We get complacent, they then send the real balloons and set off simultaneous EMPs over the entire US. Much more plausible than a missile delivered EMP. |
