Once the cuffs are on, you sorta have to limit yourself to controlling the perp and he went passed that and kicked a part of the body that could cause serious injury. Doesn't mean that she's not a total dumbass and idiot because she is, it just means he stooped to her level and may end up paying for it. Now if he had rolled her and hog tied her legs and hands together, I'd have laughed my ass off but he went into offensive mode.
