I made an innocuous comment about a Walmart, which could literally apply to one's feelings about any Walmart in the country. The system test failed.

When they accidentally sent the wrong message there was no way to issue an order to cancel in the system.

They didn't have a way to send another message that it was a false alarm. They had to re-issue it manually which took 38 minutes.

Most of the sirens did not go off during the false alarm.

After they issued a false alarm 38 minutes later then the some of the sirens started to go off throughout the city.

Clusterfuck.
