A reliable source said that Filipino troops on a resupply mission maintained "utmost restraint," averting a potential violent confrontation.

"The firearms taken by the Chinese were not recovered. Our soldiers left Ayungin Shoal without their guns, which remain in Chinese possession. The narrative that the firearms were returned is false," the source stated.

"Our soldiers were manhandled the Chinese forces were extremely aggressive. Our troops showed tremendous restraint to avoid escalating the situation, but the Chinese were relentless, and we did not fight back," the source added.

It's another change in patterns. We had previously one day-many aircraft, next day-many ship. Now, it's similar to Joint Sword 2024 except at about 20% of that scale:

This conflict is interesting in that it mirrors the Ukraine except for the smaller scale. The rebels are not folding up like chairs as had happened in the past. 3D printed arms, local ammunition factories, and now the rebels have even added drones to their repretoire. The Generals are not doing well. That brings great discredit to Xi and therefore the CCP. Will the PRC step in?

They keep encroaching on the Western side and the Southern side. They also now are maintaining a presense on the Eastern side pretty consistently. Part of this I get!! It's mostly psychological here. (this is my segue into Propaganda Friday.) The black boundary box that surrounds Taiwan and well into China to the North West - that's the ADIZ for Taiwan set up a long time ago. The CCP/MSS/PLA (Communist Party of China  and the rest of it's apparatus/Ministry of State Security and the rest of it's apparatus/People's Liberation Army and the rest of it's apparatus) understand this part very well. These psychological games are right up their alley.

MND says Chinese satellite will launch over Taiwan ADIZ Saturday

TAIPEI (Taiwan News)   The Ministry of National Defense (MND) on Friday (June 21) said there would be a Chinese satellite rocket launch over Taiwan's air defense identification zone (ADIZ) on Saturday (June 22).

The MND said the satellite will be launched from the Xichang Satellite Launch Center in China's Sichuan Province. It predicted the rocket's flight path would head toward the Western Pacific and pass over Taiwan's ADIZ.

The MND said it will monitor the trajectory, taking appropriate precautions and responses.

In addition, the MND tracked 36 Chinese military aircraft and seven naval vessels around the country between 6 a.m. on Thursday (June 20) and 6 a.m. on Friday (June 21). Of the aircraft, 34 crossed the Taiwan Strait median line.

The MND said it sent combat patrol aircraft and naval vessels and deployed land-based air defense missile systems to monitor the situation.

Taiwan News is rubbing my nose in it!! I wrote to the editors asking if they could get more information for their reports. Nothing fancy, just origins of flights and returns; same with the ships. I mean, if you're going to have your ADIZ over a big chunk of someone else's country, don't tell me you can't do that! They never wrote back.

TAIPEI (Taiwan News)   White House National Security Communications Advisor John Kirby on Thursday (June 20) said to strengthen Ukraine's air defenses, Patriot and NASAMS interceptor missiles will be prioritized for Ukraine, delaying orders for other countries by 16 months, but emphasized that Taiwan's orders would not be affected.

Kirby explained that the U.S. has decided to rearrange the delivery priorities for Patriot and NASAMS (National Advanced Surface-to-Air Missile System) missiles purchased by other countries in favor of Ukraine. He described this as a "difficult but necessary decision," and said that countries impacted by the reprioritization are "fully supportive of this decision."

Kirby said this prioritization adjustment would allow Ukraine to receive more Patriot air defense systems and NASAMS interceptor missile systems by the end of this summer. He estimated that Ukraine would receive several hundred additional systems within 16 months.

He declined to specify which countries would be affected, as each country's order and self-defense needs vary, and would "let the countries affected speak for themselves." Kirby vowed the U.S. will continue to communicate with these countries and strive to minimize the impact of delivery delays.

This would buy time for Taiwanese, American, and partner forces.

That plan hinges on quickly building and deploying thousands of new drones that would swarm the Taiwan Strait and keep China's military busy until more help can arrive, according to the top U.S. military official in the Pacific. But time is running out to turn these plans into a reality.

Under its long-standing policy of "strategic ambiguity," the United States has never committed to coming to Taiwan's defense if China attacks. President Biden has repeatedly said he would send the U.S. military to defend Taiwan, although he added a new caveat in his latest interview with Time, saying, "It would depend on the circumstances." President Donald Trump seems less likely to intervene on Taiwan's behalf, having told a GOP senator while in office that if China attacks, "there isn't a f------ thing we can do about it."

Rogin cited Admiral Samuel Paparo, commander of the U.S. Indo-Pacific Command, who told him after attending the Shangri-La Dialogue security conference in Singapore that China would prefer a swift and intense war to seize Taiwan before the world could react. Rogin said China aims to avoid the protracted conflict that Russia faced in its invasion of Ukraine.

Paparo indicated that the U.S.'s "hellscape" strategy is crucial to foiling China's invasion plans. This involves deploying thousands of unmanned submarines, surface vessels, and aerial drones in the Taiwan Strait as soon as China's invasion fleet begins to cross, thereby buying time for a full-scale counterattack by Taiwanese, American, and partner forces.

The author said that in March, the U.S. Department of Defense announced a US$1 billion "Replicator" program to mass produce drones and unmanned surface vessels for this mission. Paparo shared that the U.S. has learned from Ukraine's innovative use of drone technology in its war with Russia.

However, Rogin wrote the delivery timeline for these systems is unclear. According to most U.S. think tank simulations of a Taiwan Strait conflict, if these unmanned weapon systems are not ready by the time of a Chinese invasion, it could increase the risk of a prolonged war, causing significant losses to U.S. naval and air forces and potentially expanding the conflict to include allies such as Japan, South Korea, and the Philippines.

Rogin also cautioned that even if the U.S. can promptly deploy autonomous systems in the Taiwan Strait, unmanned weapon systems alone cannot counter China's extensive military expansion in the region. He warned that the People's Liberation Army (PLA) is rapidly boosting its nuclear, naval, air, cyber, intelligence, and electronic warfare capabilities.

He estimated that the PLA's military budget might be three times the publicly disclosed amount, potentially reaching US$700 billion annually.

The journalist mentioned additional issues, including the U.S. military's lack of a reliable method to counter China's hypersonic cruise missiles, the vulnerability of U.S. space assets to Chinese attacks, severe delays in U.S. arms deliveries to Taiwan, and the Biden administration's slow response to Japan's call to set up a new joint task force to deal with conflicts in the Taiwan Strait and South China Sea.

He also warned of the possibility of Beijing blockading Taiwan, and using economic coercion, political interference, and disinformation to push the Taiwanese into accepting annexation.

In previous articles, I have documented the progression of combat aircraft in China's People's Liberation Army (PLA), as well as conveyed projections and estimates of near-term outcomes. Various established aircraft have reached milestones in recent years, and some future expected projects are likely to make their presence felt in coming years into the second half of the decade.

However, PLA secrecy remains unique among the major military forces of the world, and this has only intensified in the last half decade as geopolitical tensions have escalated. In this article, I will aim to summarize known indicators and make estimates for various upcoming projects.

I am assuming that the entity known as Tiffany Rick Joe is driving up his numbers. That could be one possibility. There's a lot of "big foot" hunting going on here, but the value in the story is that PLAAF is still pursuing this line of development AND even "reaching for the stars" as it were.
Current indicators for the J-XD remain largely unchanged from the last few years. It is generally accepted that various demonstrator test beds (potentially subscale) have been flown, and a more stealthy, tailless flying wing/flying arrowhead airframe is considered one of the likely configurations it may adopt.

Okay, that's enough of "Ghost Adventures." Let's see what exists today:
However, before the J-XD emerges, there are still a number of active and vigorous fifth-generation fighter types in active development and production for the PLA. The fates of these fighters will also relate to the outcome and trajectory of the J-XD, in terms of the procurement scale and timeline of each respective type.

The J-20 family is the primary PLA fifth-generation fighter family, and has seen increases in both production scale and technological upgrades in recent years. However nomenclature once again needs to be discussed. At present, "J-20" is the name of the baseline variant in production powered by WS-10 engines (and by Al-31 engines in the first batch); this fighter is externally identified by its non-beaked nose as well as the lack of a dorsal hump behind the canopy.

"J-20A" is the name of the improved variant in development (and possibly early production) that is intended to be powered by more capable WS-15 engines (but may enter initial production with WS-10 engines). Multiple prototypes of the J-20A exist and can be identified by a slightly beaked nose and a dorsal hump behind the canopy.

Estimates from think tanks and professional military institutes, suggest that around 200 J-20s have been produced as of the end of 2023 or early 2024. In context of rumors from the Chinese language PLA watching community, these estimates appear somewhat out of date. Indeed, estimates from the PLA watching community estimate that the 200-airframe milestone was reached some time in late 2022 or early 2023.

Furthermore, it is thought that at some point in 2022 to 2023, the annual production rate of J-20s from Chengdu had grown to approach three digits (i.e.: 100 airframes a year). This would give China the ability to annually equip three frontline PLA Air Force brigades, which also tracks with the number of new J-20 units being converted in recent years.

So now for a word of caution about these estimates. First and foremost, apparently no one has counted an actual airplane in an operational unit. Second as to the guessing of production numbers, no info on cars parked, trains delivering people and raw materials, no numbers of trucks, is metal recycled at the plant in Chendu or trucked off somewhere else, etc.!!! Any "out of place" people coming by for training? None of that!!! That's too good for the likes of us.

It is safe to say, however, that the program is still going on and is increasing. The Planes that fly around Taiwan are basically the one that is Israeli designed and the Chinese got the plans from the Indians. But it is a plane with Chinese characteristics.

Anyway, that's enough propaganda for any of us for one night.

China included the death penalty for "particularly serious" cases among judicial guidelines on criminal punishments for "diehard" supporters of Taiwanese independence published on June 21, state media reported.

Beijing views democratic Taiwan as part of its own territory and has refused to renounce using force to unify with the self-ruled island one day.

It has stepped up pressure on Taipei in recent years and held war games around the island last month following the inauguration of its new leader Lai Ching-te.

State news agency Xinhua said on Friday Beijing had released a notice about punishing "Taiwan independence' diehards for splitting the country and inciting secession".

It said the notice specified the death penalty for "ringleaders" of independence efforts who "cause particularly serious harm to the state and the people".

Other leading advocates could face jail terms ranging from 10 years to life imprisonment, the notice said, according to Xinhua.
And this is where is gets interesting. First it has to be said, that the World has said absolutely nothing about this at all!!!!

Second, there's no provision for trying people in abstentia. That means the PRC will have to apprehend Taiwanese citizens, or put another way, kidnap them or invade to arrest them.
Taipei hit back swiftly, saying Beijing "has no legal jurisdiction at all over Taiwan" and that the rules "had no binding force on our people".

"The actions of the Beijing authorities will only provoke confrontation between the peoples across the Taiwan Strait... and are not conducive to positive developments in cross-Strait ties," the island's Mainland Affairs Council said in a statement.

Now there's also a follow up that other news media had about this and, fortunately, Carmel made it so very convenient for me to post:

The facts here are President Lai of Taiwan congrats PM Modi of India. PRC embassy objects as there is no such thing as "Preseidnt of the Taiwan region."
A day after the Chinese Foreign Ministry objected to an exchange of congratulatory messages between Taiwanese President William Lai Ching-te and Prime Minister Narendra Modi, the Chinese Embassy in New Delhi reiterated Beijing's objection and declared Taiwan is an "inalienable part" of China. The protest by the Chinese mission came two days after Taiwan's President congratulated Prime Minister Narendra Modi.

"There is no such thing as 'president' of the Taiwan region. Taiwan is an inalienable part of China's territory. The Government of the People's Republic of China is the sole legal government representing the whole of China. This is an undeniable fact, a universal consensus of the international community and a basic norm in international relations," said the Spokesperson of the Chinese Embassy in India in a social media post on X.
The two things to say here are that 1) this is now an official policy of the PRC government, and 2) as it did not eminate publically from Beijing, the CCP is floating this as the "test balloon" to gauge World reaction, and so far, it's looking really good for the CCP!

"How good?", one may ask? This good:
Responding to the message, Mr. Modi thanked the Taiwanese leader and expressed hope for "closer ties" that would enhance "mutually beneficial economic and technological partnership." The Prime Minister did not address Mr. Lai as 'President'.
For the rest of us, it's just one step closer.

This article gives a bit more detail:
The guidelines detail what is considered a crime worthy of punishment, including promoting Taiwan's entry to international organisations where statehood is a condition, having "external official exchanges" and "suppressing" parties, groups and people that promote "reunification".

The guidelines add a further clause to what could be considered a crime   "other acts that seek to separate Taiwan from China"   meaning the rules can be broadly interpreted.

The launch and passage of the rocket had been anticipated, with the MND informing the public. Days before the January elections, an alert went out to smartphones across Taiwan warning of a similar Chinese satellite launch, though with an erroneous message in English mentioning a missile flyover.

Saturday's launch took place at 3 p.m. in Xichang, Sichuan Province, with the rocket leaving the Earth's atmosphere before flying over south Taiwan in the direction of the West Pacific, per CNA.

The MND said it had monitored the launch and the flight with its intelligence and surveillance systems, but had detected no threat to Taiwan.

The amendments to the Act Governing the Legislative Yuan's Power and Criminal Code were criticized by many for giving too much power to the Legislative Yuan.

It can now form investigative committees with subpoena powers, which can recommend charges against officials in other branches of government and vote them out of office. The president is also required to deliver an annual State of the Nation address, and must answer questions from lawmakers.

Yeah US!! Not exactly. It wasn't the lead off or even in the body of the press release. It didn't come about until a reporter asked the question!
AIPEI (Taiwan News)   The U.S. State Department Tuesday (June 24) "strongly condemned" China for imposing draconian punishments for "Taiwan independence die-hards."

On Friday (June 21), China issued "22 Opinions" on punishing Taiwan independence activists allowing for trial in absentia, with the maximum penalty being the death sentence.

During a Tuesday press briefing, a reporter mentioned China's recent moves. The journalist noted President Lai Ching-te (   ) said "democracy is not a crime" and that China "has no right to punish" the Taiwanese for expressing their views and asked for the U.S. stance on the matter.

U.S. Department of State spokesperson Matthew Miller said, "So we strongly condemn the escalatory and destabilizing language and actions from PRC officials." He said the U.S. urges restraint and no unilateral change in the status quo.

Miller called on China to engage in meaningful dialogue with Taiwan. He warned, "Threats and legal warfare will not achieve peaceful resolution to cross-strait differences."

TAIPEI (Taiwan News)   If a war between Taiwan and China affects the Philippines, Manila may allow the United States to use its military bases to defend Taiwan, Philippine Ambassador to Washington Jose Manuel Romualdez said in an interview Tuesday (June 25).

The diplomat was discussing the possibility of an armed conflict over disputed islands in the South China Sea with the Financial Times. Romualdez emphasized four bases available to the U.S. were intended to strengthen the Philippines' defense, and were not for use in offensive operations.

However, if Manila's defense leadership believed that a conflict between Taiwan and China would affect the Philippines, then it would "most likely" agree to the U.S. using the bases in the defense of Taiwan, he said. Romualdez added he hoped it would never happen, but said the Philippines would "play a role in the Asian theatre," the Financial Times quoted him as saying.

The interview with the British newspaper focused on the escalation of disputes between the Philippines and China over a contested reef, with Romualdez warning of the possibility of nuclear war. Beijing has taken an increasingly aggressive posture, ramming ships and threatening the use of weapons.

At approximately 5 a.m., the CGA's Kinmen-Matsu-Penghu branch detected Chinese coast guard ships gathering near Kinmen, CNA reported. They entered from the north of Beiding Island and south of Fuxing Islet at around 6 a.m.

The CGA deployed three patrol boats to intercept them. They monitored the intruding Chinese vessels and dispatched warnings, the administration said. After about two hours, the CGA expelled them from the area.

The administration said the intrusion into Taiwanese waters was intended to provoke. Such actions do not contribute to maintaining the sentiments between the people of Kinmen and Xiamen, nor do they benefit exchanges across the strait, it added.

The CGA urged China to recognize the importance of regional peace and stability and reiterated its commitment to firmly safeguard Taiwan's maritime rights.

On June 9, a Chinese national surnamed Ruan ( ) drove a speed boat into the Tamsui River Estuary before CGA personnel stopped and detained him. Ruan claimed he feared political persecution in China for comments made on online messaging apps. However, Ruan was identified as a former captain in the Chinese Navy.

Ruan remains in CGA custody and is accused of breaking the Immigration Act and the Act Governing Relations Between the People of the Taiwan Area and the Mainland Area.

Taiwan unveils prototype infantry fighting vehicle
TAIPEI (Taiwan News)   Taiwan's Armament Bureau unveiled the latest prototype of its infantry fighting vehicle (IFV), the D2, on Tuesday (June 25).

The D2 is based on the eight-wheeled Clouded Leopard armored vehicle but is armed with a 105 mm assault gun and features hunter-killer capabilities, similar to the U.S.-made Abrams tank, CNA reported. It passed 91 different tests last August as part of its initial operational evaluation and is still in the development phase, military officials said. They added that there were still areas to improve, including the vehicle's height and the turret's internal configuration.

The IFV's gun can fire armor-piercing fin-stabilized discarding sabot rounds that can penetrate 500 mm thick steel plates from 2000 meters away. Ammunition can be shared since it has the same gun barrel diameter as Taiwan's M60A3 and CM11 tanks.

The Ministry of National Defense has approved funding for a new D3 prototype. It allocated NT$170 million (US$5.25 million) for an improved turret, which will be designed by the National Chung-Shan Institute of Science and Technology, and NT$120 million for the vehicle body, which the Armament Bureau will handle. The D3 prototype is expected to be completed by 2025.

China sends 141 military aircraft into Taiwan ADIZ over past week

TAIPEI (Taiwan News)   A U.S.-based consultant on Thursday (June 27) pointed out that China has sent over 100 military aircraft into Taiwan's air defense identification zone (ADIZ) over the past week.

Ian Ellis, the founder of IEJ Media, posted a Ministry of National Defense (MND) map to X with the flight paths of the People's Liberation Army (PLA) aircraft detected around Taiwan from 6 a.m. Wednesday (June 26) to 6 a.m. Thursday (June 27). Ellis said that the 141 Chinese military aircraft reported by the MND in the ADIZ between June 21-27 were the most seen in a single week since August 2022 and April 2023.

According to Ellis, Taiwan has tracked PLA aircraft more than 2,000 times operating around the Taiwan Strait in 2024 and over 1,000 times entering the ADIZ. Ellis said this latest surge began with one of the largest ADIZ intrusions this year, with 34 detected in the zone between 6 a.m. on June 20 and 6 a.m. on June 21.

This was followed by 41 PLA aircraft tracked around Taiwan over the next 24-hour period. On Thursday, the MND announced that 35 PLA planes had been detected around Taiwan.

Ellis told Taiwan News that the only other one-week periods that recorded more ADIZ incursions were August 2-8, 2022, when 182 PLA planes were tracked, and April 6-12, 2023, when 169 were detected. The August 2022 intrusions coincided with a visit by former House Speaker Nancy Pelosi, while the April 2023 violations followed former President Tsai Ing-wen's (   ) meeting with former House Speaker Kevin McCarthy in Los Angeles.

The latest surge began on Friday, when China issued "22 Opinions" on punishing Taiwan independence activists allowing for trial in absentia, with the maximum penalty being the death sentence. On Tuesday (June 25), Lai rebuked China's autocratic system, said Beijing's new regulations have no legal basis, urged intraparty cooperation, and called for cross-strait dialogue.

Ellis added that Taiwanese Coast Guard Administration patrol boats had chased away four Chinese coast guard ships from Kinmen's restricted waters on Tuesday (June 25). This followed two previous gray zone incidents at sea including two Chinese coast guard ships detected approaching Kinmen on June 1 and the driving of a motorboat into the Tamsui River Estuary by a Chinese man on June 9.

Taiwan military to conduct air defense drills next month

TAIPEI (Taiwan News)   The military is set to hold air defense drills next month as part of the 40th Han Kuang exercise.

The Ministry of Transportation and Communications announced that Taoyuan International Airport will close its airspace above 1,500 feet on July 25 from 10 -11 a.m. for "major annual exercises," per CNA.

Songshan Airport will close its airspace on July 23 from 10-11 p.m. Details of the drills remain confidential.

Similar training will be conducted at key military sites around Taiwan including Taipei Port (July 24) and Penghu Beach (July 25).

The Han Kuang exercise will be held July 22-26 and focuses on protecting Taiwan's critical infrastructure and communications systems, while also simulating enemy attacks on rear detachments. It will also emphasize decentralized command and control.

This year, live-fire drills will only be conducted on Kinmen, Matsu, and Penghu. Military units on Taiwan proper will carry out exercises without live ammunition. No highway emergency takeoff and landing drills are scheduled.

Some may say, especially those guys when we first started this thread way back when, "but hey, zoinks, isn't that a provocation to the PRC?" To which every zoinks world wide should reply, "by definition, no; only the PRC will take it as a provocation and with abosolutely no basis in international law, but thank you for asking."

So, why is this announced exercise, that will take place in almost 5 weeks and is also the 40th annual one, not a provocation? It is not a surprise exercise. The exercise is not a response to anything that has happened previously other than it's an annual exercise unlike the PRC's Joint Sword 2024 which was stated by PRC gov't officials that the exercise's only purposes was to punish Taiwan. That's a violation of international law, and the hue and cry of nations across the globe against this Chinese bullying still echoes! Only in a "just" world.

Every nation has a right to defend itself from foreign attack; ergo the prudent thing is to be able to responsd correctly to an attack in a lawful and proportionate way. It is accepted that there must be exercises performed to be able to do this function of a nation in a competent manner.

TAIPEI (Taiwan News)   Drone development is the primary focus of Taiwan's asymmetric warfare strategy, Minister of Defense Wellington Koo said on Thursday (June 27).

Speaking at the Legislative Yuan, Koo said the current number of drones is insufficient, Liberty Times reported. He also pointed out the need to develop domestic production capacity, integrate AI systems for friend-or-foe identification, and establish kill chains. He added that there is a need for a more diverse array of drones.

Koo said there are ongoing exchanges between Taiwan and the U.S. Indo-Pacific Command to expand the application of unmanned vehicles in all environments.

The Ministry of Defense (MND) has acquired nearly 1,000 UAVs so far this year, according to a legislative report. The ministry purchased 968 UAVs including attack drones, micro drones, and surveillance drones. It plans to acquire five types of commercial-grade military UAVs by 2027, with an expected total of 3,231 units.

Chen Kuan-lu (   ), chair of Taiwanese electronics company Thunder Tiger, said one bottleneck is the gimbal system. Taiwan already produces many gimbal parts, but most are shipped to China for assembly due to high domestic labor costs. Chen added gimbals manufactured outside China are at least double the price and hard to source.

Engines are another problem, according to Jonson Huang (   ), chair of Taiwan UAV. When Huang tried to seek a domestic supplier to replace a Chinese-made engine in a drone prototype, most factories refused to cooperate because he could not guarantee a large enough volume of orders, per WSJ.

South China Sea: PLA tests its landing ships amid tension with Philippines over islands

The People's Liberation Army has conducted drills in the South China Sea featuring landing ships amid tensions over disputed islands with the Philippines.

A naval task force comprising landing ships Danxiashan, Laotieshan and Lushan conducted an all-weather full-course combat exercise over four days in the South China Sea, according to a report by CCTV on Saturday. The state broadcaster only said the drills were carried out "recently" and did not specify when they took place.
In red is typical "commie" speak for "it didn't fail, so now we can share."

Training tasks included two ships berthing alongside each other and rescue practice, the report said.

The fleet also carried out air-defence training during which the "enemy's" drones were forced to move away after multiple rounds of fire by the task force, according to video in the CCTV report.

Danxiashan, a Type 072 III tank landing ship, also carried out a cover mission to other warships by releasing smoke, the video showed.

The drills tested the Chinese navy's emergency response and coordinated combat capabilities, it said.
The above paints quite the picture. Now they start to add the "sexy."
Lushan is a Type 073A landing ship, according to public information. Landing ships are designed to support amphibious operations by transporting and deploying troops, vehicles and supplies onto hostile shores.

While the larger amphibious vessels can carry more troops and equipment and release them some way from shore, the smaller Type 072 and Type 073 series landing ships have "special roles to play" in grounding operations directly on islands and reefs, an anonymous military analyst was quoted by Global Times as saying.

In March, the PLA Navy landing ships Wuzhishan and Changbaishan also took part in drills in the South China Sea.
Remember, the original publisher is the South China Morning Post which is a favored news organization now (since the complete take over of Hong Kong) for the PRC.
The recent state media revelation about the drills comes as Beijing and Manila have repeatedly confronted each other in the disputed South China Sea in recent months, especially over Second Thomas Shoal, which China calls Renai Jiao and the Philippines refers to as Ayungin Shoal.
And they choose to end the story with this:
Earlier this month, a Chinese navy Type 075 amphibious assault ship and a Type 071 amphibious landing ship were separately spotted in disputed waters in the South China Sea.

Former Navy captain tells Congress of decadeslong U.S. intelligence failures on China
Beijing's political warfare influenced administrations into ignoring dangers, panel told

U.S. intelligence agencies are guilty of multiple failures to address threats posed by China over the past 40 years, resulting in current existential dangers to American security, a former Navy intelligence director told Congress on Wednesday.

Retired Navy Capt. James Fanell testified that the ruling Chinese Communist Party employed strategic deception and political warfare to fool both intelligence officials and executive branch policymakers into falsely assuming China posed no threat.

"Over the course of decades, [China] effectively misled our executive branch to ignore the PRC as a rising existential threat," said Capt. Fanell, former director of intelligence and information operations for the Pacific Fleet. "In particular, the Department of Defense and the intelligence community were deceived by the CCP's skillful use of elite capture, deception, disinformation and propaganda programs."

The failures resulted in U.S. leaders unilaterally disarming psychologically, intellectually and militarily, despite what he said was evidence that China viewed the United States as its main enemy, he said.

"Even worse, our leaders help fund and otherwise enable China's military, economic and technological advances needed to destroy our military forces in the field and destroy our society and economy," Capt. Fanell said.

The testimony before the House Committee on Oversight and Accountability came during the committee's second hearing looking into Chinese political warfare activities against the United States.

Committee Chairman James Comer said the American people are aware that China poses the greatest foreign threat to the U.S. way of life.

Too few federal agencies, however, understand that Beijing is waging "an aggressive campaign of political warfare   a strategy to weaken our nation without firing a shot," the Kentucky Republican said. "The end goal is clear   to weaken and defeat America."

Capt. Fanell said that he was pushed out of the Navy 10 years ago after giving a speech approved by his superiors that warned of China's growing military capabilities in preparation for what he called a "short, sharp war" with the United States. He claimed that a civilian Pentagon official told him after the remarks that he was prohibited from making any similar speeches.

"I had contradicted the unwritten policy of 'not provoking' the PRC. Within a few months I was fired," he said.

The retired intelligence officer said American national security officials, both in intelligence agencies and policy departments, failed to correctly assess the threat from China and also failed to put policies in place to mitigate the danger.

"Now our nation faces a herculean task of confronting and defeating communist China's existential threat," he said. "We are not prepared intellectually, ideologically, organizationally, nor militarily."

Regarding the intelligence failures, Capt. Fanell testified that U.S. intelligence agencies engaged in what he called "threat deflation" in seeking to play down or ignore troubling strategic developments. The greatest intelligence failure was China's unchecked rise from underdeveloped nation to a peer rival to the United States, he said.

"For a generation, the [intelligence community] failed national security decision-makers, and the American people, regarding the growth of China's capabilities and intentions," Capt. Fanell said.

Intelligence analysts for about three decades failed to correctly identify Beijing's "malign intentions" and did not assess the role played by its communist ideology. Instead, intelligence agencies produced "gross errors" as a result of benign assumptions about Chinese strategic goals and objectives, he said.

The Office of the Director of National Intelligence did not immediately respond to a request for comment on Capt. Fanell's testimony.

Exponential growth

Since the 1980s, China's military power has grown exponentially, including a once-modest nuclear force that has rapidly expanded to what U.S.  nuclear force commanders have called "strategic breakout."

Capt. Fanell said one example of the intelligence failures involved incorrect assessments as late as 2006 asserting China's military had no intention of building aircraft carriers.

"Now less than 20 years later we know the results of this threat deflation: The PRC has put three aircraft carriers to sea in just over a decade," he said. "Unfortunately, this example was repeated time and again, always towards downgrading or denying the PRC's intentions or emerging capabilities."

The Pentagon shares the blame for failing to properly address threats posed by China, the captain contended. The U.S. Navy has declined from a 76-warship advantage over China in 2005 to the situation now where Beijing is deploying 39 more warships and submarines than the Navy.

New Chinese hypersonic and supersonic missiles give the PLA Navy a qualitative edge over the Navy, he contended.

"The U.S. Navy flag officer corps devolved from being an institution that had the moral integrity to 'revolt' over principled disagreements about our national security strategy and budget allocation in 1949, to a U.S. Navy today that is arguably outgunned by the PLA Navy without one admiral publicly speaking out in dissent or resigning," he said.

The danger of a conflict with China is increasing, Capt. Fanell said, and will take place on, over and below the high seas and ranging from Okinawa to Guam to Honolulu, from the West Coast and into the American homeland. "This will be a conflict the likes of which the U.S. has not experienced since World War II," he said.

The retired captain urged the committee to adopt seven recommendations, the first being a recognition that the national security community failed in assessing China.

Pro-China policies also must be replaced and a "Team B" intelligence analysis on China set up to better understand issues related to China.

The United States needs to target the ruling Communist Party and declare publicly to the leadership, the Chinese people, and all global audiences that the regime in Beijing is illegitimate, and that the United States is working with the Chinese people and allies to expel the party from power, he said.

In addition to rapidly building weapons needed to deter and defeat the PLA, the U.S. government must also start countering China political warfare operations that have subverted American defenses. "This must be done immediately," Capt. Fanell said.

Influence operations

Mary Kissel, a former senior adviser to Secretary of State Mike Pompeo, told the committee Chinese influence operations had targeted the State Department.

"I saw firsthand China's vast influence operations and why they are a threat to our national security," she stated. Chinese President Xi Jinping "has accelerated China's influence operations via expansion and empowerment of the United Front Work Department and other party-state apparatus."

The operations are disguised as innocuous and friendly exchanges such as sister-city agreements, business meetings, think tank conferences, and interviews with Chinese propaganda outlets, she said.

The activities as "all opportunities for 'grey zone' influence operations," Ms. Kissel said.

Chinese influence operations target diplomats and seek to soften their views of the regime in Beijing.

Chinese agents also conduct operations in the United States covertly using civil society organizations or community-based associations that are funded by Beijing and in some cases are controlled by the Ministry of Public Security, the party's police and security organization.

"We worked to correct these imbalances during the Trump administration using the tools available to the department, such as shuttering China's Houston consulate for its malign activities and reinvigorating long-standing but long-ignored restrictions on Chinese diplomats' travel," Ms. Kissel said.
