Why do "tier 1" "operators" come to competition shooters to learn to shoot?

Answer: Because those competition shooters know more about shooting and generally have higher round counts.

Tactics and shooting are two separate skillets with a bit of overlap, and most "operators" don't get enough trigger time because they have many other skill sets that are also important.

I just happen to squad with primarily the same guys at 3 different locals with 1 1/2 hrs of me. Don't get me wrong, I coach new guys (to the point that I've been asked if I offer classes), but my primary core of shooting bros are great cheerleaders and coaches and we push each other to improve a lot (about a third were C class when I PCS'd here and they're all A/B now because of dry fire peer pressure).
