States and their Political Subdivisions needed uniformed and armed forces to quell riots, strikes, etc since the NG was called away to Europe and there was a massive issue of Labor Strikes and Socialist inspired riots. The past was never a nicer era of police. It used to be far more aggressive and violent towards the general public. There is a reason SCOTUS cases like Tennessee v. Garner, Arizona v. Miranda, Berghuis v. Thompkins, Berkemer v. McCarty, Stansbury v. California, Schmerber v. California, and Escobedo v. Illinois exist. Right now is the era in which the police are the kindest and nicest to the general public. Past a certain point debauchery, the public doesn't deserve a "kinder, gentler" police force.
