DC has the worse traffic. Pretty much every commuter sits in atleast 1/2 to 2 hours of stop and go each morning/afternoon. The farthest left lane is assigned to HOV only. HOV meaning High Occupancy Vehicle. Usually means you need  two people riding in one car to ride in that lane or its a $250 ticket. Sometimes its three. Motorcycles get to use it too. Its to promote ride sharing to reduce traffic.

Kindof annoying seeing DC fed.gov police agencies using it to commute to work everyday.

I think most agencies, at least the ones I'm most familiar with (Loudoun sheriff, prince William police) allow take home cars only if you live no more than 30 minutes from the county you work in.  Loudoun deputies that live further out I know Park the cruisers at the county line at a government facility like a fire house and POV it to their residence, usually in West Virginia.  

Certain specialists get take home cars no matter what - canine, swat, fire marshal (Leo sworn), Staff duty officers, and of course deputy chiefs, assistant chiefs, and chiefs.  

In response to stopping off duty at a crash, while there is no specific law that requires you to do so, most departments have a policy that reads if your off duty, even in a POV, you should stop and help assuming it's safe to do so.  I don't roll with any fire department tags, stickers, blinking lights, etc in my POV but I do try to stop and help if it's safe to do so.  I've come across wrecks all the time in NOVA and will stop.  I came across a house fire one night.  I pulled into the neighbors driveway and called it in and walked the property to find the home owner and make sure everyone was out.

OR are you just talking about officers in take home cars that are out of their jurisdiction?  They're really not off duty at that point.  You think if they are in their take home car going home and a car flips in front of them they don't have a duty to stop?

Once DART police stopped patrolling HOV lanes in DFW I noticed the majority of the drivers abused this privilege, treating it more like a left lane.  No worries, they are now being phased out in favor of "express lane" toll roads.

-Arlington Police
-Alexandria Police
-PFPA (pentagon force protection agency)
-USCP (united states capitol police)
-DHS
-FPS (federal protective service, protects all the federal buildings)
-MWAA PD (Metropolitan Washington Airports Authority Police Department)
-USPP (united states park police, protects monuments in DC)
-MTP (metro transit police)
-BEP (bureau of Engraving police)
-Then just regular ole black, unmarked cars with cop antennas and US.GOV tags
