I have made some intrresting arrests resulting from engaging in voluntary conversation and developing reasonable suspicion and then probable cause. They're just government employees hired to do a job. Their employers, hire, recruit, and train them. They aren't really hired to "think" about the laws they enforce. In fact, just like most people in the general population, they are conditioned and indoctrinated not to even see what they do as violence. I think the video is a good thing. It tends to keep people in check.
